President Kathleen Langan
President Kathleen Langan is honored to be serving her sixth year on the board.

Kathleen Langan is a construction management executive with more than 25 years of experience in the construction industry.  Her expertise lies in the areas of design and construction management, program planning, facilities planning, financial operations, process improvement and operational excellence, budget cost control, and scheduling. 

Currently, Ms. Langan is the Executive Vice President and Chief Operating Officer of HESS Construction + Engineering Services. Ms. Langan manages the daily operations of the organization and is responsible for the development of HESS’s strategic vision and planning. She is a 2008 Washington Business Journal, “Women Who Means Business” Honoree. She has served on the School Construction Task Force for the U.S. Department of Education and the Advisory Board for the District of Columbia Public Schools. Ms. Langan is committed to the improvement of education through facility enhancement. Through this commitment, Ms. Langan works diligently to improve the design and building industries commitment to education through sustainable standards.


 

Past-President Len Wright, EdD, REFP
Len Wright is a Recognized Educational Facility Planner serving his sixth year on the board.

Len is the Director of New Construction for Chesapeake Public Schools. He has worked in school planning and construction since 1983. He is the 2008 CEFPI Region Scholarship Matching Program award recipient for the San Diego State University Advanced Certificate Program on Educational Facility Planning and REFP designation.

Len and his wife, Tina, live in downtown Norfolk. They enjoy walking to the many nearby restaurants and cultural events and attractions. Len enjoys fishing, photography, and travel with his wife. Dead Men Don’t Wear Plaid is one of his favorite movies. Len lets Bill Bradley think Bill eats the most cookies when the VEFP Board gets together.

 

 

President-Elect Steve Hostetler, PE, REFP
Steve Hostetler is a Recognized Educational Facility Professional serving the board for a fourth year.

Steve is the Principal-in-charge of Timmons Group’s education practice where his oversight includes all phases of land planning and site design. Steve is passionate about the design of school campuses with special emphasis on the incorporation of natural and sustainable design systems and outdoor educational opportunities. He also enjoys designing sports complexes. Steve has worked in over 40 school systems in Virginia and North Carolina. Steve received his BS in Civil Engineering from Virginia Tech.

Steve and his wife, Kathy, live in Chesterfield County with their two children. Steve is active in coaching youth sports, enjoys playing golf (poorly!) and spending time at the beach or lake.

 

 

Treasurer Keith Webb
Keith Webb is serving his third term on the board.

Keith is Executive Director of Plant Services for Newport News Public Schools. In that capacity he oversees construction, renovation and operation of the NNPC’s 72 facilities.  Keith has been involved in the industry since high school where he began his career as a homebuilder. A graduate of Virginia Tech, his first job out of college was in the facilities department of Ferguson Enterprises. Moving on, he joined NNPS as Assistant Maintenance Supervisor before eventually assuming the helm.

Keith lives in Gloucester County, where he grew up. He enjoys the company of his wife and 2 daughters in their home on the Mobjack Bay where his spare time is spent enjoying nature and the water.

 

 

Secretary Maureen Hannan
Maureen Hannan is serving her third year on the VEFP Board. 

Maureen is the Supervisor of Land Acquisition & CIP Planning for Prince William County Public Schools, where she is busy acquiring sites for future school construction.  Maureen has worked in the public sector for over 20 years, starting in Economic Development, then Transportation Construction and finally moving to the School Division.  Maureen has a BS in Business Administration from West Virginia University and a Masters in Public Administration from George Mason University.  

Maureen lives with her husband and 3 children in Lake Ridge, VA where she spends most of her non-working time (vs. free-time) volunteering for the marching band, swim teams and Relay for Life. 

 

Director Al Ciarochi
Al is the Director of Construction and Maintenance for Henrico County Public Schools and serving his second year on the board.

Al oversees all school facilities including new construction, renovation, land acquisition, capital improvement plan, maintenance, and custodial operations for 70 schools and encompassing 6.9 million square feet of floor space and 1600 acres of property.
Al has served as a teacher, assistant principal, and principal with Henrico County Public School before joining the Construction and Maintenance department 3 years ago.  Al has received degrees from Old Dominion University and Virginia Commonwealth University.  He is currently a Doctoral Candidate in the School of Education at Virginia Commonwealth University.  He has been working with Henrico County Public Schools since 1992.

Al and his wife, Diana, son, Joseph, and daughter Angela, enjoy spending their summers along the southern coast of Maine as well as participating in numerous after-school activities.

 

Director Duane Harver
Duane is an architect serving his second year on the Board.

Duane is a Principal, Director of K-12 Educational Design, and Chairman of the Board for RRMM Architects, operating out of its Norfolk, Virginia, office.  He is a VT graduate and proud of it.  Duane's 27-year body of work was recently recognized through his nomination for the 2009 Planner of the Year.

Duane enjoys spending time outside whenever he can playing tennis, fishing, four-wheeling, and motorcycle riding.  He would like to include golf but is not yet good enough to say he "enjoys" it.  His wife Debbie and his three children are his life support system.  He relishes his role in helping to create better learning environments and believes in the importance of spiritual life. 

 

 


Director John Hill, AIA, REFP
John Hill is a Recognized Educational Facility Planner serving his fifth year with the VEFP Board.

John is the CEO of Grimm + Parker Architects, a full service architecture firm focused on improving learning environments for students. John’s insistence on design excellence and his passion for smart growth, sustainable design, and the community process have been the hallmarks of his vision for the firm.  During his 18 years at Grimm + Parker he has planned and designed over 25 school facilities and his leadership has resulted in many award wining projects, including projects that have won the prestigious James D. MacConnell Award and the Shirley Cooper Award.  John received his BA from Vanderbilt University and his MArch from the University of Maryland.

John lives with his partner and two beautiful daughters in McLean, Virginia.  He enjoys designing and building furniture, attending the theater, gardening, eating great food and traveling. John encourages Bill Bradley to eat the most cookies at board meetings.

 

 

Director Scott Horan
Scott is the Chief Facilities Officer for Stafford County Public Schools and is serving his second year on the board.

Scott overseas all Facilities Services including all new construction, major renovation, job order contracting, repair/maintenance by contract, land acquisition, capital improvement plan, capital maintenance plan, in-house repair and maintenance and custodial operations for the 34 school/site Stafford County School Division encompassing 3.9 million square feet of facility space and 1200 acres.  Scott has been involved in facility design, construction, repair and maintenance since he graduated from Virginia Military Institute in 1983 with a BS in Civil Engineering.  Scott spent 20 years on active duty before retiring from the Air Force in 2004.  He has been working for Stafford County Public Schools since 2004.

Scott and his wife, Pam, and daughter, Jessica, live in Stafford County. Scott is active in the community and an avid outdoorsman who enjoys hunting and fishing, the beach and the water.   He loves a cold beer, hacking away on the golf course and taking it “easy” on A/E firms!

 

Director A.K. “Vijay” Ramnarain
Vijay Ramnarain is serving his umpteenth year on the board.

Vijay is an Architectural Consultant for the Virginia Department of Education. The diplomas on his wall were stolen from Hunter. Shhhhhh.

In his spare time Vijay enjoys bullying Hunter.

 

 

 

 

 

Director Doug Westmoreland, AIA, REFP
Doug Westmoreland is a Recognized Educational Facility Professional serving his first year on the board.

Doug is a managing partner of the Richmond K-12 Education Studio for Moseley Architects.  He has worked with over 30 Virginia school divisions on elementary schools, middle schools, high schools, specialty schools and planning studies.  A founding partner of BCWH Architects for 17 years, Doug made the move to Moseley Architects in 2003 in order to focus on his work directly with school clients.  He was honored as the Virginia and Southeast Region Educational Planner of the Year in 2007 and has presented at state, regional and national conferences.  In addition to being a member of the VEFP Board, Doug is serving as Treasurer of the Southeast Region CEFPI Board.  Doug is active as a charter member of the Western Henrico Rotary Club and as a member of the Board of the Greater Metro Richmond YMCA.  

 

 

 

State Director Bill Bradley, PhD, AIA, LEED, REFP
Bill Bradley is a Recognized Educational Facility Planner serving his seventh year on the VEFP board.

Bill manages SHW Group’s new Charlottesville office dedicated to the pursuit of the Living Building Challenge.  His unique perspective borrows from his background as both an architect and an educator.  Prior to returning to private practice he was an assistant professor in the Curry School of Education at the University of Virginia where he taught and conducted research on the relationship between the environment and teaching/learning.  Bill is an active member of the AIA's Committee on Architecture for Education and chaired its 2005 national conference.  He is a LEED accredited professional.  Bill completed his BS in Architecture at Clemson University before finishing an M.Ed and PhD in education at UVA.

Bill lives with his wife and children in Charlottesville, VA where he enjoys racquetball, softball, golf, and coaching youth sports.  If he could do anything all day for a day he’d be lead drummer in his son’s mythical Wii Rock Band.  Bill currently holds the record for most cookies consumed at a VEFP board meeting.
